Dear Residents of Port Royal Borough,
The Port Royal Borough Council would like to clarify information regarding noise regulations within the Borough.
At this time, Port Royal Borough does not have a local noise ordinance that regulates everyday residential or social noise. As such, the Borough does not enforce specific quiet hours or decibel limits for general noise complaints.
If a noise concern occurs after 11:00 PM and is believed to be disruptive or unlawful, residents are advised to contact the Pennsylvania State Police directly at 717-320-1010 for assistance.
We would also like to clarify that Section 914 – Noise, which appears in the Borough’s zoning and land development regulations, discusses noise standards but is not a noise ordinance and does not regulate general residential noise. Section 914 applies specifically to subdivision plans, land development plans, and certain regulated land uses. It establishes sound level standards for development review, outlines acceptable measurement methods, and identifies exemptions for activities such as aircraft operations, emergency services, church bells, construction or maintenance of public utilities, domestic power tools, motor vehicles, and the unamplified human voice.
Section 914 is intended solely to guide planning and development review and should not be interpreted as a regulation governing routine neighborhood or residential noise.
